      The family of a 64-year-old woman called 9-1-1 at 10:00 am, noting that she was “not behaving properly.” Emergency medical services (EMS) arrived and thought that, after evaluation, the patient was stable. She was left at the scene, presumably after transport was refused. One hour later, however, the patient was unresponsive to family members. They called 9-1-1 again, and this time the woman was brought to the emergency department (ED) of the local, rural hospital at approximately 11:30 am.
